Authorizing Resolution For Market Street Reconstruction Recommended Motion: Approve a resolution authorizing reconstruction of Market Street from K-15 to the Arkansas River and providing for issuance of bonds for payment of the costs.

Direct staff to schedule a second reading of the ordinance for the August 25, 2020, meeting of the City Council.
Water Service Territory Transfer Agreement with RWD3 Recommended Motion: Authorize the City Manager to enter into an agreement with RWD3 for transfer of certain service territory at a cost of $1,250 per acre, with the agreement in a form acceptable to the City Manager and the transfer contingent on rezoning and replatting of the development area.
Sale of Land in Stone Creek Addition sometimes known as Winding Lane Park Recommended Motion: Authorize staff to publish notification of the City's intent to sell Reserve S for use as a private recreational common area or for residential development and, if no protest is received, authorize execution of an agreement to sell Reserve S to Parkside HOA for use as a recreational common area, with the authorization to sell the property to Parkside HOA specifically conditioned on Parkside HOA providing proof prior to December 31, 2020 of its authority to enter into a legally valid agreement to purchase and own the property subject to the terms of sale.
